Thank you for your interest in being a Local Board Determination (LBD) Training Provider.  An LBD Training Provider is an agency that provides training that can bypass the CA ETPL upon determination by the Local Workforce Development Board for reasons such as higher education, a lack of providers, or barriers to employment.  This activity code requires staff to provide a justification in case notes.  The training must be funded by WIOA via a training contract. 

To be considered, your agency must meet the following requirements:

  • Be accredited by Accrediting Commission for Schools-Western Association of Schools and Colleges (https://acswasc.org/), Accrediting Commission for Community and Junior Colleges (https://accjc.org/), WASC Senior College and University Commission (https://www.wscuc.org/), or Bureau for Private Postsecondary Education (BPPE) https://www.bppe.ca.gov/. BPPE approves private postsecondary schools to operate as accredited or non-accredited institutions, or to provide verification of exempt status, all for a fee.
  • Program(s) must lead to either a credential or training-related employment.
  • Provide training in “in-demand” occupations, as defined by the Workforce Partnership.
  • Not debarred from doing business with the Federal Government.
  • Read, follow, and provide all required documentation for initial eligibility in the ETPL Policy and Procedures. (https://edd.ca.gov/siteassets/files/jobs_and_training/pubs/wsd25-02.docx)
  • Program(s) must be able to report at least 1 year of performance information.
  • If you are an apprenticeship program registered with the Department of Labor (DOL) and/or Department of Industrial Relations (DIR)/Division of Apprenticeship Standards (DAS), you are eligible for the ETPL.  The provider’s programs are not subject to program initial eligibility, nor do you have any continued eligibility requirements.

If your agency meets all the requirements above, you are eligible to be an LBD Training Provider.  Please do the following:

  1. Log in to www.caljobs.ca.gov and register by creating an account.  The Local ETPL Coordinator will review your registration and then provide you with access to enter your information into the system.   Please ensure the information is up to date and that all required fields are completed.  Once all information is entered, the Local ETPL Coordinator will inform WDB that the information is complete in CalJOBS and ready for review.  Please allow up to 30 days for this process.
  2. Create and submit a capability statement (https://www.sba.gov/sites/default/files/2025-03/8a-CapabilitesStatement-508.pdf).Upon completion, please upload it to CalJOBS or email it to the ETPL Coordinator at ETPLCoordinator@kerncounty.com.
  3. Fill out the LBD Applications Checklist.Upon completion, please upload it to CalJOBS or email it to the ETPL Coordinator at ETPLCoordinator@kerncounty.com.(Please note: The application and appeals process are subject to change at any time.)
